Reliable Apple leaker Ming-Chi Kuo has revealed that Apple is working on a refreshed iPad Mini for 2023.
The device is expected to primarily feature an improved processor, though other features are yet to be confirmed.
I think it's unlikely Apple will replace the iPad mini with a foldable iPad in 2025, which may be contrary to what some media previously predicted. It's because a foldable iPad will have a markedly higher price than an iPad mini, so such a replacement is not reasonable.

The current iPad Mini, last updated in September 2021, features an 8.3-inch display, A15 Bionic chip, USB-C port, Touch ID power button, and 5G support on some models.
There have been some rumours that Apple is working on a foldable iPad Mini, but Kuo squashed these, saying that would make the current $499 device markedly more expensive and that such a device should not be expected before 2025 at the earliest.
The refreshed iPad Mini is only expected to ship at the end of 2023, or in the first half of 2024.
